Pretty much Oliver is saying, “Come on, let’s have sex as friends, then realize we love each other, proclaim it as I get kidnapped, you disappear on me then I’ll pine, then you come back, we get hitched in Metropolis’ version of Vegas while on some magic induced wine, run away together and make a baby.”
And Chloe says, “Sure! Why not?!”
